Qualcomm’s Hanoi R&D Center Tests Vietnam’s Chip Ambitions

Qualcomm opened a Hanoi R&D center on October 27, 2026, while Vietnam’s first chip fab faces doubts over its 2027 target. What the contrast means for Vietnam.

Qualcomm opened a new research and development center in Hanoi on October 27, 2026, focused first on artificial intelligence and system-on-chip design, with automotive technologies and the Internet of Things to follow. The Prime Minister’s office describes the Hanoi AI R&D center as Qualcomm’s third-largest globally after the United States and India. It is a strong vote of confidence in Vietnamese engineering talent, and it arrived in the same week that Reuters reported Vietnam’s first chip fabrication plant is unlikely to meet its 2027 trial-production target. Foreign R&D is accelerating while domestic fabrication struggles, and the two halves of the chip business reward very different things.

What the center will do

The new center builds on Qualcomm’s 2025 launch of an AI R&D center in Vietnam and operates as a broader innovation hub. Its first work covers generative and agentic AI across smartphones, PCs, extended reality, automotive systems and Internet of Things devices, according to the company statement reported by TMTPost on October 27, 2026. Vietnamese engineers there will help design and develop Qualcomm’s current and future technologies alongside the company’s global engineering teams, according to Vietnam News.

“The official opening of our Hanoi R&D Centre reflects our long-term investment in Vietnam and our confidence in the country’s growing role in the global technology landscape,” said Baaziz Achour, Executive Vice President and Chief Technology Officer of Qualcomm Technologies. Vice Minister of Science and Technology Bui Hoang Phuong welcomed Qualcomm’s role, citing cooperation in 5G and AI. No headcount or investment figure was published.

Why Qualcomm is betting on Vietnamese talent

Qualcomm has operated in Vietnam for more than 20 years, and the new center is the latest step in a relationship that has deepened quickly in the past two years. Its 2025 AI R&D center grew out of the research unit of Vingroup’s Movian AI, which employed more than 100 staff members. The October 27 opening is a related but distinct milestone, a broader R&D center that builds on the 2025 AI center rather than a repeat of it. Reporting is ambiguous about whether it is a new building, a rebranding, or an expansion, so this article describes it as reported and does not resolve the question.

The talent case is Qualcomm’s own. Alex Rogers, President of Qualcomm Technology Licensing, has said Vietnam’s AI talent ranks among the top 20 globally, and the Prime Minister’s office describes the Hanoi AI R&D center as the company’s third-largest after the United States and India. Both are company and government statements, attributed here rather than presented as independent fact. Prime Minister Pham Minh Chinh received Qualcomm President and CEO Cristiano Amon in Hanoi on August 12, 2026, and urged deeper investment in core technology and semiconductors. During that visit, Qualcomm and VNPT signed an agreement to establish the VNPT-Qualcomm Centre of Excellence.

The opening also coincides with Vietnamese businesses weighing how fast to spend on AI. An IDC and Intel study published on October 28, 2026, found agentic AI is now a top priority for Vietnamese enterprises, while infrastructure budgets are not keeping up. Dell’s AI Data Platform and FPT’s AI Factory business show the same pattern from the infrastructure side: the tools for AI work are arriving faster than the budgets to run them.

The other half of the week

The Viettel chip fabrication story is the mirror image. Reuters reported on October 26, 2026, that Vietnam’s first semiconductor plant is unlikely to meet its 2027 target for trial production. Talks to buy chipmaking equipment from ASML have not been reached, according to the report. The site in Hoa Lac Hi-Tech Park, 27 hectares outside Hanoi, remains unbuilt, a finding based on a Reuters site visit and on Planet Labs satellite images from January 2026 and Airbus images from October 2026. A person with direct knowledge cited Viettel’s lack of fab-building experience and administrative hurdles in securing government funding.

Viettel disputes this account: the company says the project is “progressing in line with the established plan and schedule.” The delay claims rest on anonymous sources, so they should be read with Viettel’s statement beside them, and the failure to meet the 2027 target should not be treated as certain. The government-estimated construction cost is about USD 1.3 billion. The project broke ground on January 16, 2026, with the Party General Secretary and the Prime Minister attending, and its stated objective was construction, technology transfer and trial production by the end of 2027.

The two stories measure different things. An R&D center buys talent, design capability and a place in a global company’s supply chain. A fabrication plant buys domestic production capacity, the only way to make chips inside Vietnam rather than design them there. The first is fast to open and hard to take away once engineers are hired and trained. The second is slow, capital heavy and unforgiving of inexperience. Qualcomm’s opening shows Vietnam can win the first; the Viettel report shows how far the second still has to go.

The middle of the value chain where Vietnam is winning

Between design and fabrication sits packaging, and that is where Vietnam is making real progress. Samsung Electro-Mechanics said on October 28, 2026 that it will double fourth-quarter shipments of ultra-large semiconductor package substrates for AI servers and is expanding FCBGA substrate production in Sejong, Busan, and Vietnam. It disclosed about KRW 6.78 trillion of investment last September, with mass production of AI data-center package substrates in stages from 2027.

Longer-term data points to the same trend. Vietnam is projected to raise its share of global assembly, testing, and packaging capacity to between 8 and 9 percent by 2032, from 1 percent in 2022, according to a 2024 report by the US Semiconductor Industry Association and Boston Consulting Group. Packaging and testing are where Vietnam already has factories, workers, and customers; design, through centers like Qualcomm’s, is where it is now building capability. Fabrication remains the gap, and the Reuters report is a reminder of why it is the hardest to close.

What to watch

Hiring comes first: no headcount has been disclosed for the Hanoi center, and the number Qualcomm actually employs will say more than the opening ceremony. The second is what the VNPT-Qualcomm Centre of Excellence delivers in practice. The third is whether the ASML equipment talks for the Viettel fab will move forward. The fourth is the Hoa Lac site itself: whether construction is visible there by the end of the year. An R&D center opens with a ceremony. A fab opens with concrete, and satellite images will show it before any announcement does.
