Quang Tri province will pay households to install rooftop solar power systems, under a resolution adopted on October 9, 2026, and effective from October 19, 2026. The province has budgeted VND 24 billion, about USD 923,000, for the support over the 2026 to 2030 period. It is one of the first provinces to respond to the government’s order that local household solar support policies be in place by December 2026.
The support is modest in size and precise in its terms. A rooftop solar system without a storage system receives VND 500,000 per kW, up to a maximum of VND 2 million. If a storage system is installed, the household receives an additional VND 500,000 per kWh of storage capacity, up to a maximum of VND 2 million. The total maximum is therefore VND 4 million, about USD 154, for one system with integrated storage. At the maximum rate, the VND 24 billion budget would cover 6,000 systems over the five years, though most households will claim less.
Who qualifies
The conditions are set out in Resolution No. 33/2026/NQ-HĐND of the Quang Tri Provincial People’s Council. The system must have a total photovoltaic panel capacity of 1 kWp or more, and the inverter’s rated capacity must be 1 kW or more. If storage is included, its capacity must be at least 2 kWh and it must be installed together with the rooftop solar system. The system must be installed and put into operation after the resolution takes effect. The household must commit to using it for a minimum of three years from receiving the support. The system must meet requirements for electrical safety, fire prevention and firefighting, structural safety and environmental protection. Each household is eligible for support once, for one system at one location, during the resolution’s validity period.
The three-year commitment is the clause that does the work. It stops the support from being claimed for a system that is installed, paid for and then removed or left idle, and it ties the public money to three years of actual generation. The minimum sizes keep the support away from token installations too small to matter, while staying low enough for an ordinary household roof.
Why now
The timing is set by Hanoi, not by Quang Tri. On October 22, 2026, Government Office Dispatch 10790/VPCP-CN ordered the Ministry of Industry and Trade to set province rooftop solar targets by October 30, 2026, and ordered localities to issue household self-consumption solar support policies by December 2026. The order followed a finding by the ministry in September 2026 that only two of Vietnam’s 34 provinces and municipalities, Bac Ninh and Lai Chau, had adopted the required household support policies. The Prime Minister has since asked provincial leaders to move quickly, and has said that delivering on the commitments will be one of the bases for evaluating local leaders’ performance.
Quang Tri adopted its resolution on October 9, thirteen days before the dispatch, but the dispatch turns a local initiative into a national test. The province is now the example other localities will be measured against, and they have until December to follow suit. The question is no longer whether provinces will be ordered to act. It is whether they can put a funded policy in place as fast as Quang Tri did.
The local evidence
Quang Tri is not starting from zero. According to Quang Tri Power Company, by the end of September 2026 the province had 1,195 rooftop solar power systems developed under Decisions No. 11/2020/QD-TTg and 13/2020/QD-TTg, with a total capacity of over 158.3 MWp. Cumulative electricity fed into the grid reached over 133 million kWh, generating over VND 280 billion, about USD 10.8 million, in sales. By August 31, 2026, the company had also recorded 908 customers with self-produced, self-consumed systems, with a total inverter capacity of 22,977 kW and photovoltaic panel capacity of 24,530 kWp.

Two cases in the province show what the systems do once installed. At the Thang Long Urban Development and Construction Investment Joint Stock Company’s industrial plywood export factory in Dong Hoi Industrial Park, a 500 kWp rooftop solar system cut electricity consumption from the grid by about one third. It saved approximately VND 100 million, about USD 3,846, per month compared to an electricity bill of around VND 300 million. The company also uses the clean energy to meet green standards in its export business. At the household level, Luong Hung Cuong, a resident of Dong Son ward, invested in a 12 kW rooftop solar system combined with battery storage. Before installation, his family spent approximately VND 5 million, about USD 192, a month on electricity for combined living and business use. After putting the system into operation, the cost of buying electricity from the grid has fallen significantly.
The power company is pairing the money with guidance. Hoang Hieu Trung, director of Quang Tri Power Company, said the power sector is coordinating with the Department of Industry and Trade to guide customers through the procedures. Information is sent through applications, the power sector’s communication channels and monthly text messages.
What the subsidy does and does not do
The VND 4 million maximum will not buy a system. It is a nudge, aimed at the household already considering solar that needs a reason to decide now rather than later. Its real value is as a signal: the province has put its own budget behind the national target, and the terms are published, dated, and available for claim. For a household, the decision is now a calculation with known numbers. For other provinces, the decision is now a comparison with a published example.
The limits are also visible. The budget covers at most 6,000 systems at the maximum rate, in a province where the power company already counts 908 self-consumption customers and 1,195 systems under the earlier decisions. The support runs to 2030, but the national order behind it sets a December 2026 deadline, and the ministry’s province targets are due on October 30. If the targets push provinces to move faster than their budgets allow, the Quang Tri model, a small, fixed and published payment, is the one they can copy without a new funding decision.
